Even if the Fire Nation doesn't do regents (there's no indication they've ever had a Fire Lord this young before, and Zuko did come in via trial by combat), Iroh could totally act as an advisor and general more experienced trusted person to lean on. There's a world of possibilities in between being Fire Lord and being completely uninvolved, at least some of which shouldn't bother the Earth Kingdom.
