Bruce's characterization is very difficult to handle, but you need to remember that Steph does think that his acceptance of her was a dream. Bruce IS relieved that she is alive, but he's shitty at expressing that. Steph's death hit him hard--this is the SECOND death of one of his charges that he has on his hands. And to find out that she "ran away" from her (perceived) responsibilities is very upsetting to Bruce. And Bruce is a little impulsive when it comes to things that are personal--if he had had time, it would have been better. And because of that initial reaction he had, Steph avoids him afterwards. I tried to leave their relationship arc open-ended; there is certainly a better relationship on the horizon for them, but both of them need to WANT it first. Because Steph, who associates Bruce as a father figure subconsciously, and thus projects her issues with Arthur onto him, doesn't WANT to let him apologize after the slap. After Blackest Night though, I think she will.
