Nobody 's Soldier. ❄️🩰⚡️

Summary:

“Yes, Eraserhead, what’s the situation?”

“I followed two suspicious individuals. They were going to attack a child who appears to be around 9 years old, but she knocked them out.”

“Both of them? Alone?”

“Exactly.”He had been in his position long enough to know she had a strong quirk and was smart, or at least had good instincts.
The child suddenly stopped walking. Maybe he was going crazy, but Aizawa felt the temperature drop.

Did she notice me?

She turned toward the rooftop and looked directly at where he was hiding. Eraserhead felt his hair floating as his Quirk activated involuntarily.

Impossible…

A shock ran through his body when he saw a very familiar face on a street child. He felt the air escape from his lungs and his heartbeat quicken when he saw the girl's sky-blue eyes.

She has his eyes…

The girl disappeared from his sight as he cursed the moment he had answered Naomasa's call. He took a deep breath and tried not to panic. His worst ghosts seemed to have returned to haunt him. But Aizawa was an adult and a hero, he didn't have time to think about why the hell that little street girl looked like a mini version of Oboro Shirakumo.

Hero Public Safety Commission.

Special Division for Neutralization and Threat Control.


Identification: Miwa, Sayuri.       
Age: 11 years old.     
Individuality: Potential energy/capacitance. 
Mother: Miwa, Akene.        Father: Unknown.


                                                                                                                                                                                                                                    

Family Background: 

Miwa Akene, the only daughter of the Miwa family, a secular family of parliamentarians and merchants from Kyoto, was a member of the Kyoto Opera Ballet Company and one of the principal dancers in the ballet corps.  At the age of 18, the Miwa family discovered that their daughter had been expelled from the ballet company after becoming pregnant without even knowing the identity of her daughter's father, bringing shame and disgrace upon herself and her family, and was therefore disinherited.

Stripped of her inheritance and possessions, Akane Miwa moved to San'ya in the Musutafu district, where she gave birth to a girl on March 21 in a normal out-of-hospital delivery. The baby was registered a week later at the city registry office as Miwa, Sayuri. 

The whereabouts and identity of the infringer's biological father are unknown. During the investigation, due to physical resemblance, there was empirical suspicion of paternity by the late Professional Hero Shirakumo, Oboro. Due to the hero's death at the age of 17, his residence in Musutafu and Akene's in Kyoto, constituting a geographical alibi, and the absence of evidence of encounters or involvement between the two and the impossibility of exhuming the body for DNA research, it is not possible to confirm or rule out the suspicion.

After the birth of her daughter, Miwa, Akane did not present any professional record of legal activity, probably due to her status as a single mother without a complete academic education. She worked odd jobs without formal employment as a cleaner, supermarket cashier, and private ballet teacher. About a year and a half after the birth of her daughter, she began working as a stripper and sex worker in nightclubs throughout San'ya.

On Miwa's 6th birthday, Sayuri, the residence of mother and daughter was invaded by four men who sought to kidnap the child for unknown reasons. A violent confrontation ensued between Miwa (Akane) in an attempt to prevent her daughter's abduction, resulting in the deaths of three of the criminals and herself. At the scene of the crime, in addition to signs of physical struggle, broken glass, exploded electrical wires, and Miwa (Sayuri) were found unconscious on the floor in the arms of her mother's dead body. 

In the days following this incident, subtle variations in the electromagnetic field were recorded within a radius of 500 kilometers, as well as abnormal events such as refrigerator magnets falling and polarized signals in electronic devices being reversed. These events were considered Sporadic Paranormal Effects of Unidentified Cause. Now, with the knowledge of Miwa's quirk, Sayuri attributes it to the awakening of her power. 


Risk or benefit stratification.

Character: Hereditary.*

Description: Ability to store different types of energy in an inert and static field similar to electricity around them. In addition, they can convert the nature of the stored energy into different types of absorbed energy. For example, they can absorb mechanical energy from direct impacts into electrical energy. 
Note: It is not possible to stimulate the nature or calculate the extent of individuality without conducting tests of exposure to heat, electricity, and radiation. However, due to opposition from the Medical Team at Musutafu University Hospital and professional heroes Eraserhead, Midnight, Present Mic, and Ingenium, citing ethical and moral limits, the experiments were not conducted. 

Empirically, it is possible that the offender can:

- Map subtle signs of enthalpy variation.
- Resist physical impacts and extreme temperatures without significant damage to her physical integrity.
- Absorb an unspecified quantity of amperes of electric current.
- Reverse and manipulate magnetic fields.
- Control large-scale fires.
- Act as an alternative source of electrical energy in blackout situations.
- Accelerate the decay of radioactive isotopes by years or decades. 

Conclusion: Due to Quirk's diverse and versatile potential and possible usefulness in a scenario of national need or calamity, the summary execution of Sayuri Miwa, usually applied to unstable individuals as a security measure, is NOT recommended. 

*Some individuals in the Miwa family have been documented, including Akane Miwa, who could store and discharge only electrical energy up to 250 amps or 150,000 joules. 
No member of the family has ever been observed to have the ability to convert energy into any form other than electricity. This corroborates the Doomday Quirk Theory.

 


 

Annex 1: Memorandum of the Public Safety Commission and Guardianship Council Meeting.

 

Objective: To decide on the jurisdiction of Sayuri Miwa.

Justification:
Inability of the temporary foster care system to provide a suitable home;
Absence of families willing to take in the minor; 
Refusal by the reformatory director on the grounds that it would endanger the safety of other offenders; 
Bureaucratic practicality;

Notes: 
Request for joint custody with Yamada, Hizashi denied on the grounds of: Impossibility of marital connection accepted by the constitution in force on the date of this meeting and past criminal history (not very relevant).
Due to the quirk of the rogue hero Eraserhead and his uncooperative nature with the commission, it was considered a good decision to grant him custody of Miwa, Sayuri. 
Aizawa, Shouta now has full responsibility for the child's education and extraordinary permission to neutralize any potential threat she may pose to society. 
Any type of incident may result in Miwa Sayuri's removal and subsequent institutionalization or neutralization of the threat.

Decision: Granted, on an exceptional basis, temporary custody of the minor to Shouta Aizawa, an underground hero known as Eraserhead and professor of the hero course, with full financial and legal responsibility to the UA. 

*The rogue hero may renounce custody at any time, and custody may be granted to any other family in the adoption system, provided that they are aware of the risks and the possibility of compulsory use of Miwa and Sayuri's abilities.

*The possibility of the offender, due to her criminal history, posing a potential risk to the lives of those responsible for her was analyzed. Considering Eraserhead's unknown status and her uncooperative behavior with government divisions, it was determined that a possible lethal incident caused by the child would benefit the interests of the commission.


Annex 2: Reports from the Multidiscplinary Team at Musutafu University Hospital and UA. 

 

Pediatric Report:  The patient was admitted to the emergency room with hemothorax, rib fractures, and hypovolemic shock, undergoing thoracic drainage surgery with a good response to the trauma. During hospitalization, clinical investigation revealed short stature and malnutrition, as well as severe iron deficiency anemia, indicating chronic deprivation of adequate nutrition, and high cortisol levels, indicating high levels of physiological stress. 
In addition, chest tomography revealed bronchiectasis and fibrosis in the left lung base, indicating sequelae of necrotizing pneumonia. Pulmonary function testing revealed a lung capacity of 75% of the total.
Finally, incidental findings were found on X-rays, including multiple consolidated fractures in the ribs and interphalangeal bones of the left and right hands, indicating previous untreated fractures.
 
Conclusion: Child with good postoperative recovery and pain control. However, the child is considered fragile due to her underlying diseases. Close monitoring by a medical team is recommended to avoid possible health complications. 


Neuropsychology Report:

Historical Background: Girl, 11 years old, suffered her first trauma at age 6 (sudden loss of her caregiver, in this case, her mother) and was placed in the care of the Temporary Foster Care System, where she was exposed to various stressors such as: absence of caregivers, neglect, food deprivation, physical and psychological abuse. At age 8, she ran away from her adoptive home and has been living in hiding in her native neighborhood to the present day, subsisting on petty theft and help from the community. 

Impression: Extreme difficulty in establishing therapeutic and affective bonds, difficulty with regulation, and emotional lability. She exhibits reactive behaviors, hypervigilance, aversion to authority figures, self-destructive behaviors (she tried to escape by jumping out of the window after regaining consciousness), and avoidant behaviors. She reports not remembering long periods of her life and details such as faces or names, consistent with dissociative amnesia. 

Cognitively, he has difficulty maintaining attention in activities considered “boring” such as classes, reading reports, and conversations longer than 20 minutes, in addition to psychomotor hyperactivity. Low frustration threshold, learning difficulties consistent with children exposed to toxic stress in childhood. 
Low intrapersonal and linguistic intelligence. Above-average ability to solve logical-mathematical problems. Well above-average bodily-spatial-kinesthetic intelligence. 

Conclusion: Severe post-traumatic stress disorder and abnormal neurodevelopment due to toxic stress in childhood ADHD-like. Close monitoring by a multidisciplinary team is recommended in order to avoid psychological distress, establish stable and secure caregivers who cause little stress or change to the child's development, and integrate the child into age-appropriate social and educational activities such as school, sports, and cultural activities. 

 

UA Pedagogical Team Report:

Director Nedzu: School-aged child with academic delays due to years out of school, presenting significant learning deficits but with good potential for recovery if provided with adequate psycho-pedagogical support. Despite her criminal history, she displays above-average control of her quirk for her age and the complexity of her power. She does not pose a risk of involuntary loss of control nor does she represent a danger when not placed in stressful situations that require fight or flight responses. That said, the UA believes in the potential of every child, regardless of their family or criminal history. Therefore, the multidisciplinary team is committed to caring for and welcoming Miwa, Sayuri until she reaches adulthood, offering her every opportunity to grow up in a stable environment and choose any career she desires. 

Eraserhead/Aizawa-sensei: Powerful child, neglected and history of abuse. Should not be under the jurisdiction of the guardianship council or commission in any way.
