He doesn’t really pay attention because every time he turns his head, he can feel where the skin of his neck feels sore and swollen from Sokka’s teeth, and then his imagination diverges from the council room and into somewhere far sweeter.
Even then, he finds himself rubbing at his neck, where he knows they are, just to feel the dull ache when he presses against them, so maybe he’s just as guilty for getting off on it as Sokka is for doing it.
Or, Sokka develops a thing for biting, and Zuko realises he really likes being bitten

Sighing, Sokka rose from his reclining position on their bed and padded over to his husband to place comforting hands on Zuko’s shoulders. He started kneading, scowling at the tension he felt. “You’re definitely working too hard. You’re more knotted up than all the ropes on your navy ships.”
