That's right.
Kishibe Rohan is risking the possibility of getting caught for theft, and potentially facing legal consequences all so he can accurately portray a thief that appears only one time in the entire chapter. It's a risk he's willing to take if it guarantees he will obtain the reality he seeks to maintain the highest quality for his work.
