How terrifying can one kid be? The answer, immensely.
No one really gave Midoriya a second thought, but Hero was constantly on their mind. A masked Villain shows up one day calling himself Hero, and everyone hopes that he is all bark and no bite. That hope is destroyed when the league of villains attack UA.
Or the USJ incident if midoriya was a villain. followed by more frankly ridiculous plots and plans.

“Apparently someone does, seeing as they made you this cutely wrapped bento box with a little secret love note inside.” Mina grinned mischievously, excited at Katsuki’s misfortune “Our resident gremlin has a secret admirer!”

A late bloomer, Izuku's quirk didn't manifest until he was 7 years old. But that was long enough to set in stone his view of the world. Not all men are created equal. But that sure as hell doesn't means he can't change that world.

Summary
Whoever said that "the past cannot be changed" obviously didn't take into account the existence of quirks and Izuku Midoriya's ability to cheat fate.
But that didn't matter; what mattered was using what he'd learned the first time around to stop things from happening again, because he'd be damned if he let the League of Villains go around causing havoc for a second time.
(Or: A run in with a villain sends Izuku twelve years into the past, where he becomes the teaching assistant of Class 1-A and decides to change some things up as he goes along, much to Aizawa's 'annoyance'.)
