  Summary

  Cutter Colburne is off to university on the planet Zircalon, surrounded by friends (and plenty of windsurfing opportunities) when he finds himself caught in an arranged marriage to his sort-of friend and the emperor of Zircalon, Fanul.
  Fanul of Zircalon juggles his social life, school, his father's health, political instability, the pressures of leading an entire empire, and his apparently necessary marriage to his rival and occasional acquaintance, Cutter Colburne.
