It was perfectly natural. In the absence of having conscious control over their body temperature, if humans wished to thermoregulate they had no recourse other than to expose more of their skin, or – less voluntarily – sweat.
There's only one bed left in the boarding house. Steven is very hot and sweaty. The Doctor is a bit of a freak.
