Kakashi looks at him expectantly and it’s only then that Iruka realizes he actually has to do something since Kakashi agreed to let him try this. He goes slowly, hoping that his deliberate movements come across as confidence and not what they actually are.
It's probably best for Kakashi to stay where he is on the couch, so Iruka goes around the back of it to stand behind him. Iruka starts to move his hands where he needs to. Hesitates. Tries again. Gets a little closer. Still can't.
“Can I … I need to, uhm — is it alright if I touch you?”
or, what started as iruka offering to try relieving the stress of the sharingan for kakashi leads to the two of them spending unprecedented amounts of time together. and now ...
well, iruka isn't quite sure what they are now.

Kakashi and Iruka both grew up in the same village, both with broken lives, and both want to protect what is dearest to them. To Kakashi, protection means control, self-sacrifice, and violence. To Iruka, protection means connection, community, and persistence. Both find themselves at the memorial stone for similar reasons. After years of small encounters and vague interactions, they finally come together for the good of the village, to protect Naruto, and maybe a little something more that they haven't quite figured out yet.
