"No. Nightwing will not be joining the Justice League." Batman stated, with a rigidity to his shoulders that Hal had rarely seen outside of a crisis.

When Nightwing joins the Justice League Hal Jordan doesn't know what to make of him. Despite his easy-going personality Hal can sense deeper troubles underneath the surface and with his identity as secretive as Batman's its hard to get a clear picture. He seems to know far too much about their local Bat and is far to intimate to be 'just friends' with Roy.
Or, seven times Hal Jordan is confused about Nightwing's relationship with his fellow League members and one time that he understands.

Summary
When Dick had appeared on Roy’s doorstep, asking if he and Damian could stay the weekend while they sorted things out with finding a place to live, it’d felt a lot like fate was finally giving them a chance. Roy had known even then, though, that Bruce followed Dick wherever he went, even six months after his funeral.
When Bruce dies and leaves Dick with his eight-year-old son, Dick takes Damian and moves to Seattle. With Roy and his family, Dick's thinks he might be the happiest he's been in years, if only he'd let himself stop waiting for the other shoe to drop.
