Sam turns it over in his head for a long moment. Swallows hard. Rubs his palms across his thighs.
“Okay,” he says, looking away. “Do you believe in ghosts, man?”
Bucky laughs, the asshole.

And he was barely kept in check. What do you think’s going to happen when he’s let loose? We can take bets on the number of casualties.”
Maybe she’d said that last part a little too gleefully. In any case, Ross narrowed his eyes. “Do you have a suggestion?”

Bucky's pardon requires that he wear an artificially intelligent shock collar as a term of his release. Bucky accepts, knowing it's his only chance to get out and do some good in the world.
Unfortunately, there are plenty of people ready to severely misuse that power.

She had changed, but not enough to turn her into another person completely. He watched her from behind a screen as she worked to save his young sister. Her breathing was calm, focused as her hands moved feeling for water inside the girl's lungs.
There were some things Zuko was willing to give up to save his people, but not her. Not the one person who could likely save his nation. It was a tragedy that Katara had been hidden away by Aang because of a rumor.
At least she was free now.
All because of a 'Fire Nation problem' that Aang did not want to deal with.
