It's well known that currently, 80% of the world population has a quirk by now, leaving the remaining 20% quirkless. Class 1-A was surprised by the announcement Aizawa-sensei was giving to them for two reasons:
One, there's going to be an exchange student into the Hero Course, which is very weird considering that U.A. doesn't accept exchange students of any kind; and two, this person is from Amestris: the isolated, militarized country where 99% of the population is quirkless.

“Maybe we don’t know Reki as much as we thought?” Miya proposed, “I mean—what do we really know about Reki? Langa’s probably the only one who can answer that.”
Joe sighed, “Miyas got a point, we’ve never really.. really asked him how he is, or how things are going at home.” Everyone turnt to look at Joe, “He used to be available everyday, but now he’s so avoidant.”
Cherry nodded, “We need to talk to Reki. Preferably when Reki is sober, that’s how we get through to him.”
“But what if we can’t?” Miya interrupted, “What if our plan doesn’t work? I mean—you guys seen Reki. He looked like he was living the best time of his life!”
Shadow exhaled, “Then we let him.” The group stared at Shadow, staring at him like he’s lost his mind. “Hear me out guys. To love him is to let him go.”
Miya scoffed, “Did you seriously just quote panic at the disco?”
“Why did we let Shadow out of all people talk..” Langa defeatedly rubbed his forehead.

It’s the summer before Reki and Langa begin their senior year. With the two teenagers growing up and finding themselves, Reki falls into a dark path that he doesn’t want to leave.

After his dream is finally crushed, Izuku isn’t quite sure there’s anything left for him to live for, but...he can’t exactly kill himself either, not without hurting the people he cares the most about. So, when he realizes that the quirkless can’t technically be vigilantes, it seems like the best of both worlds. He’ll be able to save people even without being a hero and, if he happens to die while he’s at it...well, like Kacchan said, maybe he’d be born with a quirk in the next life.
