When one grows up in a country controlled by pirates, they have no choice but to learn to live every day as if it were the last one. Lower your head, don't make eye contact and do not get any attention on you. Survive long enough for things to get hopefully better.
But Moa was not like this. No one in Wano was. Each person did what they could to survive, remain strong, until the day of the profecy arrived. With the number of failed attemps of rebellion, it was hard to battle and hold onto something they were not sure would happen.
