Just like every other teenage girl of every other species, she never consciously acted out because of an unspoken need for attention or affection, Hera simply rebelled because she could. The sole difference between every other teenage girl in the galaxy and Hera Syndulla though, was that Hera’s means of rebellion was seeking to start a rebellion.
