He sees this as inefficient and unnecessary, and takes it upon himself to further the Imperium’s goals by redirecting his brother’s energy. Perturabo clearly wants to feel superior to him in some way, and the easiest way Rogal sees is to let his brother top him. But Perturabo wants much more than that. He wants to hurt him.
Unfortunately, Rogal’s into that. Unrepentant tomfuckery ensues.It is not lowering himself if it serves the cause. And so he fortifies his ass.
