Summary
Luffy already had one problem, being that he had no idea what he was, or why he needed to eat human flesh to survive. Keeping it a secret from the rest of his crew while traveling was hard, but he managed well enough with the support of his first mate. He didn't expect being DIFFERENT meant he was on the hit list for the World Government. And add to that, Luffy's devil fruit being sentient and ALSO on the hit list of the World Government, he seemed to be shackled to a fate long ago set in stone for him. That didn't mean he'd let it overrule his quest to become the Pirate King, regardless of all the many complications being a ghoul and a god brought along with it.

Summary
A second of silence passes as Newgate and Makino stare at each other. Newgate knew she was doing her job, caring for Luffy, and making sure that he was safe. But he couldn't help but feel a little offended. He would be a fool to risk his Family.
"Say what you must, but I assure you I love my family rather than being a fool who would endanger them.” He smiles. “Luffy is safe and welcome here.”
For now, that’s enough for Makino to hear.
or Luffy's parents die and Garp is given custody. After Garp gets arrested for abuse, Luffy gets bounced around in the foster system. Eventually he makes it to Newgates.

Summary
Luffy doesn’t remember when it started, the hands. It feels like they’d always been there. Touching in places they shouldn’t be touching. Hurting in ways that sometimes didn’t even hurt (other times they hurt in ways that hurt very much).
He can’t remember when the touches started. But he does remember the first time it got worse. The first time something painful and hard was put INSIDE him. He didn’t think anything was supposed to go in there, but he wasn’t sure. He didn’t know what was happening.
