Izuku was born quirkless. To be fair the diagnosis was accurate at the time, it just didn’t stay that way for long,
Through a series of events involving a dying man high on drugs and Izuku’s ability to attract trouble, he finds himself in possession of a seriously overpowered quirk known as All for One. Perhaps it was some form of divine intervention that attempted to keep him quirkless because a quirked Izuku is a terrifying force indeed.
As Izuku attempts to master this new quirk, much to the distress of all those around him, the villain All for One is forced to come up with an excuse for why he’s now effectively quirkless in this utter mess of crack.

Summary
The outskirts of Musutafu are the kind of place heroes forget.
Izuku Midoriya learned a long time ago that if he wanted his neighborhood protected, he'd have to do it himself.
Then two strangers move into the apartment across the hall.
They're friendly.
Observant.
And clearly hiding something.
But somehow, no matter how late Izuku comes home, the warm glow of light always escapes their apartment door.
Unfortunately, for Izuku, the two strangers seem to come to the same conclusion about him.
