   Summary

   On patrol late in the evening in his small town, Daichi spots a person washed up on the beach, but it isn't a person at all.

   "Sugawara Koushi": the human name given to an inexplicable being escaping the terror of a Sea Witch.

   Daichi must figure out what he needs to do in order to help the mermaid, and help Japan once torrential rains begin pouring from the heavens.
