After a messy battle the ship he was on sank and before he could try to fly back to land he was hit and was stuck under water. when he wakes up he finds himself stuck outside Teyvat. unable to go back he joins the Astral Express along side Stelle.

Summary
The storm has passed in Sumeru, but that doesn't mean effects don't linger.
