It happened about a year after they moved permanently to the Mushroom Kingdom. He and Mario were fighting a strange sorceress who was trying to take over Sarasaland. Meddlesome human!" and Luigi hadn't thought, just acted. That was three years ago now.
By day, Luigi is his normal old self, but at night...he becomes something very different and this new form comes with a few...complications. Every six months, he goes into a week-long heat. They're agony on his own. Then he discovers that seeking a no-strings partner for the heat is commonplace in koopa society. So maybe he doesn't have to suffer alone after all. There are even reputable agencies who'll help find koopas suitable partners. Maybe this is a really bad idea. What if his body isn't accepted? If this world was anything like the one they'd left, could he even be sure he'd be allowed to peacefully exist if word got out? True, the agency swore not to part with his personal information, but...Luigi was scared. Terrified. But also, he really needed this. Maybe he should take a chance.
