Summary
UA has a rule—no quirkless students. It was added years ago, after much hemming and hawing about safety concerns and lessening blame in the inevitable circumstance of death. There's no real reason to remove it, not as the percentage of quirkless people plummets further and further.
Of course, this rule doesn't actually matter to Izuku, because he's got an analysis quirk.
As far as anyone knows.
The Plan is simple: have a quirk, become a hero, and avoid anyone who could disprove those first two things.
In hindsight, UA isn't a great choice. And that's before the villains.

Is it running from your problems if your problems consider you to be a dead imprint of consciousness that killed their son? Yes, but Danny tries not to think about how his nightmares of his parents trying to kill him came true when they found out he was Phantom.
After being on the run from his parents and the government for a couple of months, moving from town to town, Danny ends up in Gotham City and decides to risk staying in Batman's territory. He'd take the wrath of Batman over live vivisection via beloved parents or being studied and torn apart by the government. Besides, he's not a meta. Being dead is a medical condition.

Summary
His brother is chomping so harshly onto his fingers that he will be surprised if there are no bruises left behind. “Father said you’re not to chew on your fingers.” Damian is careful to keep any judgment out of his tone, not wanting Tim to see it as a jab. Damian would never, but that hardly means anything when Tim is predisposed to embarrassment about his classification.
“‘M not little,” he whines, voice pitched the way it does when he’s so close to fully slipping. He’s more Timmy than Timothy now, needing a caregiver's guidance to ease him the rest of the way down.
Tone remaining even, almost casual, he says, “You’re still chewing on your fingers.”
