With no one else up to the task of leading Heaven, Gabriel creates a Council for the Heavenly Host. However, the archangel feels himself weighed down by the weight of everything that has happened, frozen by his reluctance to address his own concerns and mend his relationship with his surviving sibling: Lucifer.
Angels and gods alike air their concerns, Gabriel feels his nerves fraying, and Hell truly is better company.

Summary
Jayce having to leave for a short trip overseas with the council makes Viktor's days feel longer and quieter than he's used to, but growing their pup inside of himself helps strave off much of the loneliness. Everything is more than fine until one night before bed, Viktor finds shards of glass on the floor, and one of the windows is broken. Until he feels the presence of an alpha in his home that isn't his mate, the tip of something sharp against the back of his neck, and a hand forcibly covering his eyes.
"Corporate, and this will all be over soon, Omega. Or else this knife will be quick to make this even more unfortunate for you, understand me?"

So when the Federation moves into Deep Space Nine, Odo is not a security officer. Instead Odo harasses Quark, makes enemies of O'Brien, and causes problems on purpose in the shape of a Cardassian vole.

Jayce cups the butchered halves of Viktor’s face with his calloused palms. He looks right into his eyes, two unblinking sigils of his connection to the arcane. Jayce looks at them like they burn him, like they provide the only semblance of warmth left, like he’ll accept every blister if it means he can get this close.
Jayce leans in, his thumb brushing against the cold skin of Viktor’s cheek.
“You still have that mole,” Jayce murmurs against him, so close it is almost a kiss. “The one right above your lip.”
