Summary
It’s only a few days after the Federation’s arrival on the station - there are talks of renaming it, and Garak hopes they choose something interesting - when Garak sees him. There, in Starfleet science blue, is Doctor Singh, his eyes and face turned upward as he nearly spins himself around in a circle to take in the full view of the Promenade.

When Garak was young and climbing the ranks of the Obsidian Order, he and another member are sent to Babel to assassinate the Setlik representative to start a war. While there, he meets (and sleeps with) a mysterious Starfleet doctor who knows how to flirt like a Cardassian but isn't part of the Starfleet delegation. Twenty-five years later, Garak meets the man on Deep Space Nine.

That got a ghost of a smile. "You know, the trousers might still be under a pile of rubble."
"Oh, good - I've been deeply concerned about that."
They were both quiet for a while, before Julian finally spoke again. His voice was soft, but he was leaning close enough that Garak would have no trouble hearing him over the engine hum.
"I know going back to Deep Space Nine probably isn't how you'd hoped this would end, but…I'm afraid I'm rather selfish. I'm glad to have you back."
"Selfish?" Garak smiled. "You, the paragon of Federation virtue?"
