Sakura knew Endo had influence. He talked about blackmailing so casually that Sakura instantly knew he wasn't someone to mess with. It only solidified when the war happened. It isn't quick to gather as many thugs as Endo brought in a short span of time.
Sakura just never realized just how useful it would be.

Summary
Red Hood's men are… a bit unusual. They're still clearly the henchmen of the new and upcoming Crime Lord who openly and aggressively hates Batman but for some reason… they're dead set on helping Robin.
They're even fairly good at helping out. Though, when Robin gets hit with a modified version of Poison Ivy's pollen, their solution is to call his 'older brother' who apparently they think is Red Hood himself.

“Sakura-chan, what’s up? Your popsicle’s gonna melt if you don’t eat the rest of it soon, y’know.”
Haruka jumps, face flushing at being caught staring. He turns his attention back to his own popsicle—sure enough, it’s beginning to drip, so he licks along the side to catch it before taking another bite, perhaps a little too hard, to drown his embarrassment. “It’s nothin’,” he says around the popsicle stick still clenched between his teeth. At the other end of the table, Suo snickers.
“You sure? You were staring at my popsicle pretty intensely… Did you wanna try this flavour, maybe?”
Nirei buys popsicles to help everyone cool down. For some, it ends up having the opposite effect.
