A completely lost it Scarecrow who been hit by his own gas one to many times decides the best way to cause fear is to create a real life Zombie apocalypse in Gotham using his fear toxin mixed in with the t-virus and a dash of Joker Venom.
Thus leading to Stephanie with Damian in tow trying to survive a now zombified Gotham, find any of the others that hopefully survived and work out how to reverse the situation before Hugo Strange now in bed with Umbrella decides his new experimental playground is finished and initialises Protocol 10 aka nuke Gotham off the map.
