   It's hard to believe that Midoriya still stutters even after the final battle with Shigaraki. As far as I noticed, even in the manga, he already speaks without stuttering.

      I explicitly say this in a later chapter, but it's only when flustered or surprised. For my own sanity as well as continuity, I won't use it outside those instances.
