In Jason's defense, he has been trying to fight Robin for SO long by the time this happened! Just picture him trying to set up for a showdown at Titans Tower right when Robin stops appearing anywhere near the Teen Titans. He wants to fight Robin in Gotham? Robin isn't anywhere, and when he finally gets hints, Robin is only glued to Batman's side (because Bruce is protecting Stephanie, the baby Robin, until he gives her a bit more space on patrol). So.... oops.
I have seen a lot of variations on just what arrangements canon-Jack had in place but don't recall anything about a longtime home health aide or even a rotating group of them. (Dana will not be appearing in this story because as much as I like her personality, I am really uncomfortable with a medical professional starting a romantic relationship with one of their patients. She is his physical therapist. If they ever date it should have started after Jack completely graduated from therapy and then later went back to ask her out. Maybe that's what happened but it is still weird.)
Canon-Jack is fascinating because there are canon incidents of verbal mistreatment/intimidation but there are also a few times where Jack is a Good Dad. Trying to figure out how to deal with him is one of the reasons I have five chapters planned out
Tim IS back at Wayne Manor because I do not make the rules, Tim has two dads. (His dads do not like each other and are not remotely working together but fight me DC Bruce was Tim's dad from the second he took him in after his dad was in a coma.) Tim gets a lot more time with Bruce and Alfred and Dick. There's also a bonus adult next time that has a few ideas about how to move forward <3
