I try to give Mrs. Mac a little credit and assume she thinks the parents are within commuting distance of the house. I still think that she is not a warm and nurturing presence for him or Tim would have been incredibly attached to her and would have followed her around like a duckling. She's trying to maintain decorum and there are plenty of people who want to be all-professional on the job (she just happened to accidentally pull that with a kid who had zero hugs, oops)
And yes. The second chapter is posted and there is much more hugging because that boy needs hugs and this is the happier DC world where he gets them
