I had a hunch from this chapter, with her grandfathers influence over the academy I thought for sure he was an elder. But him knowing about Naruto and wanting to restrain him, to his obsession with Sasuke made me really think that this was Danzo!! Though his distaste for the Hokage was the biggest factor.
I’m glad other commenters helped confirm it! I don’t know why but I expected him to live more lavishly. He’s such a control freak though, poor Umeko. No wonders she’s so… messed up (besides the transmigration thing)
in my mind, I never saw Danzo as craving power for fame or money. He has money and it shows in his things being made of higher quality, but he doesn't spend lavishly. He's all about sternness and severity. In the anime/manga, everything he does is for Konoha - he just happens to have a very fucked up idea of how Konoha should be operated. He isn't cruel cause he enjoys it, he's cruel because he thinks it brings results.
