Zuko has never been curious if he is her soulmate, not until Toph mentions it. Even if he is, it isn't appealing, because any romantic interest in Katara would be strictly coincidental. The soul marks aren't to denote love, but rather, to hint at fate's direction. The spirit's simply picked the most humiliating method to communicate Katara's importance in his life.
