“It would be far more intelligent to bond with someone who is aware of and has consented to the procedure, so I can only surmise they were unable to choose the target,” says Tobirama. “Assuming the other individual is not so hare-brained as to purposefully bind themselves to an unknown stranger, targeting me was most likely unintentional.”
Unfortunately for Tobirama, Uchiha Izuna is hare-brained enough to do exactly that.

When Madara awoke, he had expected darkness.
Caught off guard on a mission gone awry, injured, and trapped in a blizzard, he had been easy pickings for a party of Hagoromo Kekeii Genkai traders. Though he put up a fight, it was ultimately useless. He was poisoned, his eyes taken, and then left to bleed out in the snow. He had expected death at best, and blindness at worst.
He had not expected to wake up in his clan's medical ward, eyes still fixed in his skull, healed, and with a fresh soul mark on his cheek.

He draws closer, and Hikaku makes a dying sound, alarmed, but not enough to move.
He thinks and thinks and thinks, and he almost acts. But. But Hikaku rolls over. Shows his belly to the ceiling and smiles. Bright. Trusting. Stupid like the Uchiha he is.
Because stupid runs in their blood. Makes it easy to use one of them as bait because a sister or a husband or a mother will come running. Yet, Hikaku isn’t bait. No. He’s coveted, praised by Madara and close with Izuna. Presented as a gift, something Tobirama should be falling to his knees and thanking the whole Uchiha clan for.
Tobirama debates turning around. Debates sending Hikaku to the spare room and ignoring this whole night. But Hashirama had drilled his duties into him.
He doesn’t speak to Hikaku, just slides open the shoji to the main bedroom and flicks his hand in an unmistakable gesture. Go inside.
Hikaku blissfully obeys.

Tobirama's hatred of the Uchiha clan predates his own birth, which makes it almost comical when he's forced to live with one. There's a fine line between love and hate, and while Tobirama struggles with balancing his own morals and his duties, the clock ticks as Konoha's peace grows unstable.

“It won’t work,” Tobirama replies, too quick, too soon, before having all his thoughts processed. Hashirama waits for him to explain himself. “It won’t unless it’s someone high profile among us. Otherwise there’s no guarantee either way.”
Hashirama nods, and now that Tobirama pays attention, his brother looks ashamed.
“Oh, you meant to offer me,” Tobirama concludes, “me or Touka. But I doubt Touka would do well inside an arrangement like this, so it falls to me.”
