Nobody has seen a titan with a mini lookalike running around. Nobody knows if titan's reproduce or not because nobody wants to get up close and personal with a titan's sex life (except maybe Hange). So imagine how the survey corps feel when their going on a expedition and they see, not only a 15 meter titan, but also a three meter hanging on it's neck like a baby koala bear would do to its mother.

And while I’ve no real qualms about whether you should live or die, my brother, sister, and father seem to admire you in their own ways.” He pauses and runs a hand over his face. “Besides, this is for my benefit as much as it’s for yours. But tell anyone that, and I can assure you that you will die by the end of the night, in some way or another.”
